Felicia Farrar, a 15-year veteran of the Internal Revenue Service (IRS), currently serves as an Internal Revenue Agent for the Large Business & International business unit. In this role, Felicia coordinates and manages examinations and investigations of complex federal income tax returns filed by large businesses. This includes entities with extensive subsidiaries, diversified business activities, multiple partners with national and/or international operations and ownerships. During Felicia’s career at the IRS, she has managed key local and national IRS programs and has been instrumental in enforcing regulations on the tax treatment of complex financial transactions. Her tenure at the IRS includes positions in Houston, Dallas, and Washington D.C., where she helped train and manage IRS agents, while performing income tax return investigations. She has prepared, implemented, and monitored the agency’s Internal Revenue Manual and has written numerous reports outlining complex financial tax law and interpretations. Felicia has also been published in several trade publications, including Texas State Board of Public Accountancy‘s Report, Practical Accountant and Compliance Week.
Prior to joining the IRS, Felicia served as an In-Charge Auditor for KPMG, where she performed audit engagements within the firm’s Corporate Audit practice. Previously Felicia served as the Admin/Fund Coordinator for the City of Houston, where she managed $6M in HUD and Housing Opportunities for People with HIV/AIDS (HOPWA) funds. Her work also led to the refund of $1M to the City of Houston via previously undiscovered unallowable spending.
Since 2009, Felicia has taught college-level courses in the field of accounting, as an Adjunct Accounting Professor at Houston Community College and Prince George Community College in Maryland.
Felicia holds a Masters of Business Administration and Bachelor of Science in Accounting. She also holds a Post Graduate Accounting Certificate from Texas Woman University, as well as her Associate’s degree from Kent State University. Felicia is a Certified Public Accountant, licensed in both Texas and Delaware, as well as a Certified Fraud Examiner.
Felicia is currently the President of the Houston Chapter of the Association of Government Accountants (AGA). In 2016, she received the AGA National Chapter President Award and Western Region Outstanding Member. She has served as the Chair of the National Association of Black Accountants – Center for Legislative Studies, and in 2010 she was honored to be recognized as the NABA’s National Outstanding Member. Felicia is also an active member of the Association of Certified Fraud Examiners, Houston Society of CPAs.
